A lifelong Las Vegan, David has flourished in both the public and private sectors. An experienced entrepreneur, finance executive, elected official, and government lobbyist, his passion for public service has contributed in meaningful ways to the lives of countless Nevada residents. In 1994, David was elected to the Nevada State Legislature. During his ten years of service, he served as Chairman of the Infrastructure Committee, Taxation Committee, and Commerce and Labor Committee.
After leaving elected office, David built a successful mortgage investment business that provides investment services to individuals and corporations with over $60 million in assets. David has utilized his extensive knowledge of the legislative process to build a successful government affairs practice and has been a registered lobbyist since 2007. His background in tax policy, mortgage regulation, health care policy, energy policy, and transportation regulation have allowed him to serve a diverse group of clients and has led to policy victories like making Nevada the first state to allow self-driving cars.

Senta’s years of management experience keep team Pinyon running and clients in-the-know. From managing retail stores to managing clients’ loan files, Senta brings to Pinyon her ability to quickly assess client needs and solve problems within the company. Even as a novice to the public affairs field, Senta’s leadership helped Pinyon succeed through its very first full legislative session, and she has been with the team ever since.
A native Nevadan, Senta grew up in Carson City, giving her a unique perspective on Nevada’s capitol city. There, she built relationships with seemingly the entire population of the town. These relationships and deep Nevada roots help Senta and Pinyon keep tabs on the pulse of the entire State.
Tess brings with her a career of passionate advocacy on behalf of some of Nevada’s most vulnerable populations. She also hates social media.

Tess, a true lover of Nevada, is set on making the Silver State a better place for Nevada’s families by passing strong policy.
She started her career as a field organizer, where she built political knowhow and the resilience required to work in the rough-and-tumble political landscape. Making connections and building relationships landed her a job with the Lockard Group, learning under the wings of a longtime Nevada operative and confidant. There, she spent her first legislative session, sitting through endless, drab hearings while waiting to testify on legislation relating to healthcare, employee relations, education, and more. Some would have fled, and rightfully so, but Tess flourished knowing that these policies would directly benefit the lives of Nevadans.
Later, Tess found herself at the City of Reno, where she worked directly with the city council and their constituents as a Community Liaison. She coordinated city events, ran city boards, and worked with residents to resolve problems and concerns. She also served on the City’s legislative team, tracking hundreds of bills in a wide range of policy areas. Tess comes to Pinyon after a second stint with the Lockard Group, this time managing her own portfolio of clients and projects.
Sean’s commitment to community has led her to being appointed to boards and commissions by three different governors.

Sean has forty-five years of relationships, developed over a career spanning from Las Vegas to Reno. She started her professional career the fast-paced Las Vegas public relations market, managing marketing and communications for both national brands and local businesses looking to increase their profile in the growing community. In 2001, she applied her skills toward Government relations, using her ability to build relationships and connections for a range of industries before all levels of Government. In 21 years in the game, Sean’s represented clients that have included major mining companies, blue chip pharmaceutical firms, most of Southern Nevada’s taxicab operators, and government agencies.
Sean has also committed herself to the Nevada community, representing nonprofits like the Boys and Girls Club and animal welfare groups. She’s been appointed to State boards and commissions by three Nevada Governors. She has served on the board for Step2, a nonprofit dedicated to stopping the cycle of violence and addiction within families, as well as various boards and committees for the American Cancer Society, the Juvenile Diabetes Research Foundation, Planned Parenthood, and the University of Nevada.
Dylan Shaver has worked on issues in all seventeen of Nevada’s counties.

Dylan’s communications, political, and policy work has taken him to every corner of the Silver State. He started his political career at a young age, as a paid canvasser for a Las Vegas mayoral candidate. He worked two sessions as staff at the Nevada legislature. As a policy aide to the Speaker of the Nevada Assembly, he managed a portfolio that included public education, Nevada’s tax structure, organized labor, and criminal justice issues. In 2005, he established a small political consulting firm that specialized in political fundraising for candidates across the State.
Dylan spent eight years as the Vice President of the Nevada Mining Association where his role took him across the state, serving as a translator between left-leaning urban lawmakers and a very conservative rural workforce, and successfully finding commonality and compromise between the two. In 2019, Dylan left the mining industry to become an executive with the City of Reno government where he managed a broad portfolio of Departments, personnel, and policy issues that affected the growing City.
Kyle Davis is one of the leading voices on Natural Resource policy in the Silver State.

Kyle is an experienced lobbyist and political strategist working at all levels of government in Nevada. Kyle has successfully navigated difficult issues through the Nevada Legislature, including landmark legislation dealing with energy, public lands, transportation, wildlife, land-use planning, water, and public health. Kyle regularly works with a broad set of stakeholders to bring disparate interests together for common sense solutions.
Kyle has been an independent contract lobbyist since 2013, representing a variety of clients in many different issue areas. Prior to that, Kyle served as the Policy & Political Director for the Nevada Conservation League, where he directed all of the program work for the organization for nearly seven years. Kyle has been a registered lobbyist at the Nevada Legislature since 2007 and has been working in the political space for more than twenty years.
